Why the island’s name is everywhere
Curaçao is a small island in the southern Caribbean, part of the Kingdom of the Netherlands, and for more than two decades it has been the most common home for online casinos serving markets without a licensing system of their own. The reasons were practical: the licence was relatively quick to obtain, affordable, and allowed an operator to serve many countries at once. For players in India, where no national online casino licence exists, a Curaçao seal became the default sight at the bottom of a lobby.
Familiarity isn’t the same as understanding, though. Most players have never clicked the seal, and many still describe the Curaçao system as it worked in 2015. It doesn’t work that way any more.
The old system and the reform
For years, Curaçao licensing ran through a handful of private master licence holders, who in turn issued sublicences to individual casino operators. The government sat one step away from the operator, and a player with a complaint often found it hard to know who, exactly, was responsible for what.
Curaçao began overhauling that model in 2023, when the regulator started taking licence applications directly, and completed the change with a new National Ordinance on Games of Chance, known by its Dutch initials LOK, which came into force at the end of 2024. It created the Curaçao Gaming Authority as the single regulator and set out to replace the sublicence structure with licences issued by the authority itself.

What the licence asks of a casino today
Under the new framework, a licensed operator must meet requirements in several areas that matter to you. It has to verify who its customers are, which is why a Curaçao casino will ask for identity documents before paying out. It has to run anti-money laundering checks, which explains the questions some players find intrusive when a large withdrawal is requested. Its games must come from sources whose random number generators have been tested. And it must have a written procedure for handling player complaints, with the authority as a route when the operator fails to resolve one.
None of this makes a Curaçao licence as demanding as the Malta licence we describe on our MGA guide. It does make it meaningfully stricter than its reputation, which is still based on the pre-reform years.

Identity checks come earlier

Complaints have a destination
If a casino refuses a payout and its own support goes nowhere, the reform gives you a regulator to write to. That is not a guarantee of a result, and the authority won’t act as your lawyer, but a formal complaint to a regulator is a very different thing from an angry forum post.
Games are tested, not just claimed

What a Curaçao licence cannot do for an Indian player
It cannot change Indian law. A licence governs the operator’s obligations under the law of Curaçao; it has no effect on what the Online Gaming Act or your state’s laws say. It also cannot force a bank or payment app in India to process a transaction. And it cannot make a harsh bonus clause fair: if you accepted terms that allow the casino to void winnings above a certain amount, the regulator will generally read the terms as written.

Signs worth a second look
- A seal that doesn’t link anywhere, or links to the casino’s own site.
- A company name in the terms that differs from the one on the regulator’s page.
- Terms that are unavailable in English or change without a date.
- Support that won’t tell you which company operates the site.
None of these proves bad faith on its own. Together they mean the licence line is doing less work than it appears to, and that you should keep your balance small until the site has paid you once.
