Mumbai’s gambling law was written in 1887, long before anyone imagined a screen in a pocket. The city now runs the country’s money, and the two facts collide every time someone opens a live dealer table on a phone in Bandra.
What the Bombay Act actually prohibits
Maharashtra applies the Bombay Prevention of Gambling Act of 1887, one of the older state statutes. Its target is the common gaming house: keeping one, or being found in one. It predates the internet entirely, which is why online play was argued about for years before the central Act addressed it directly.
That central law, the Promotion and Regulation of Online Gaming Act, has been in force since 1 May 2026. It prohibits online money games nationally and aims enforcement at operators, advertisers and payment facilitation, so the old argument about whether a website is a gaming house matters less than it used to.
A financial capital’s payment habits
Card and net banking penetration is high here and UPI use is universal.
