The legal position
Goa permits casino gaming under the Goa, Daman and Diu Public Gambling Act as amended, which allows table games in five-star hotels and on licensed offshore vessels. It is state licensing, entirely separate from the central position on online money games.
What the floors are actually like
Two distinct markets operate side by side. The offshore vessels moored on the Mandovi river in Panaji carry the largest floors, with several hundred tables and machines each, entry packages that include food and a chip allowance, and live entertainment. The land-based casinos inside five-star hotels are smaller, quieter and mostly electronic gaming plus a handful of tables.

Practical notes
- Entry is ticketed, usually with a package that includes some playing credit and a buffet.
- Carry photo ID. Age verification is enforced at the gangway.
- Peak season runs from November to February; weekday afternoons are far quieter.
- Cash and card facilities exist on the floor, and winnings above thresholds attract tax withholding.
- Dress codes are enforced more at the hotel casinos than on the vessels.
House edge does not change at a physical table
A single-zero roulette wheel costs 2.70% in Panaji exactly as it does online, and baccarat banker is 1.06% on any felt in the world.
