Telangana amended its gaming legislation to prohibit online money games explicitly, including games of skill played for stakes. It predates the central Promotion and Regulation of Online Gaming Act by several years, and the two now sit on top of each other.
Neighbouring Andhra Pradesh has a similar prohibition on online money gaming. The state law guide lists both, and the other states that legislated early.
Enforcement here has been real
Hyderabad has a large IT workforce, high smartphone penetration and one of the earliest state-level crackdowns on online gaming in the country. Because enforcement has been active rather than theoretical, treat the legal question as a live one, not an abstract one.
